When does a company need a controller?

What’s the difference between a controller and a CFO?
A controller looks backward and inward: accurate reporting, internal controls and a disciplined close. A CFO looks forward: strategy, forecasting and capital. Tier 2 includes a controller; Tier 3 includes both.
Can I hire a fractional controller on their own?
